Household photovoltaic
First of all, it must be emphasized that the household electricity subsidy standard has not yet been determined, and the specific price will have to be clarified by the price department of the National Development and Reform Commission. The official interpretation of 0.07 yuan / kWh is just an example and does not represent the final result.
When the relevant department solicited opinions for the second time, the household photovoltaic power subsidy proposed was 0.08 yuan / kWh, and many dealers indicated that it was acceptable. However, judging from the voting organized by Sobi Photovoltaic Network, some users and distributors still hope to provide higher subsidies for household photovoltaics.
Sobi Solar believes that compared with higher subsidy standards, it is more critical to ensure the scale of the household market and the continuity of market development. The power subsidy standard is increased by 1 cent. For a 10kW household project, the average project income only increases by about 10 yuan per month, which has little effect; but for the majority of dealers, the entire market size may be directly reduced by 1GW. In 2020, the household subsidy index will be used up one month in advance, and the construction workers have not worked hard for one month, and many teams are directly facing the crisis of dissolution.
Regardless of whether the final result announced by the National Development and Reform Commission is 0.07 yuan / kWh (corresponding to the subsidy target of 7GW) or 0.08 yuan / kWh (corresponding to the subsidy target of 6GW), we should actively respond and carry out publicity work in a timely manner, and start full-scale construction immediately after the epidemic is over to compete for Subsidy indicators. It is understood that in some areas where the epidemic is mild and there have been no new additions for several consecutive days, some distributors have begun to carry out project construction and apply for grid connection.
For some distributors, "Subsidy 0.18 yuan / kWh in 2019 has not yet been issued, the pressure on users to repay loans, complaints are contained" and other issues, Sobi Solar has feedback to the relevant departments. It is reported that, with the exception of a few regions such as Shandong and Hebei, most regional power grid companies no longer pay for new photovoltaic grid-connected household photovoltaic subsidies. Under the environment in which grid companies strictly control investment, reduce costs and increase efficiency, it is quite difficult to fully advance subsidies (even if they only pay for household subsidies). It is recommended that distributors and users reflect the relevant situation to the energy supervision hotline 12398 and wait for further solutions. Method.
Grid consumption
In 2020, it is expected that the growth rate of electricity consumption in the country will slow down, and the pressure of new energy consumption will be greater. According to the latest policy issued by the Energy Bureau, the grid companies and the new energy consumption monitoring and early warning center should timely calculate and demonstrate the new capacity of wind power and photovoltaic power generation in the provincial areas of the operating area in 2020, and report to the National Energy Administration for review at the end of March. Considering that the parity and bidding projects declared in 2019 are partly abandoned, leaving some room for consumption, and that some provinces have not yet met the green power consumption requirements, there are still many opportunities for photovoltaic development in 2020. Parity items

If the new crown epidemic can be basically controlled by the end of March, the time left for the parity project is still ample.
At the same time, for the newly declared parity projects in 2020, the requirement that "it should be able to file and start construction before the end of 2020" is added. This means that the phenomenon that the grid connection time of some projects will be dragged to 2023 when the parity project is declared in 2019 will not occur again, and more room will be reserved for photovoltaic projects that can be connected to the grid as soon as possible. This is an important advancement of the photovoltaic new policy in 2020.
Bidding items
The 2020 bidding policy is basically the same as 2019, and it is still ranked nationwide according to the revised electricity price. Since the price of the bidding project has not yet been announced, only the total subsidy of 1 billion yuan has been clarified. According to the results of the second consultation of the National Development and Reform Commission, the declared electricity price of ground power stations in the first, second and third resource areas shall not exceed 0.35, 0.4 and 0.49 yuan / kWh. Some areas with limited resource conditions and temporarily unable to achieve parity access can have more photovoltaic projects connected to the grid, especially projects located at the junction of different resource areas have obvious advantages.
In the official document of the National Energy Administration, the deferral of the bidding project declaration to June 15 is also beneficial to the relevant companies to fully demonstrate the project, calculate the most reasonable declared price, and ensure that they can both enter the subsidy range and receive Reasonable income.
